By any rationale, the WHO failed in its mission. Umair would have us believe that the WHO is not just an ideal organization that only does good, but that it’s the ONLY organization.

Yes, but according to Umair, the problem with this IMF isn’t its crappy policies, it’s that it lacks power! It’s becoming really clear what kind of organization is paying Umair. It’s not a democratic one. It’s not a progressive one.
Umair warns us about the dangers of competition! No competition? That would be ideal for authoritarians. That’s the definition of authoritarian! My way and no other!
The WHO failed to act in China. It failed to alert the rest of the world until it was too late. Remember, even in February as cases were showing up around the globe, the WHO said no travel bans were necessary, especially not to and from glorious China. It did so, because like ALL bureaucracies, it’s impaired and captured by its most serious constituents. In this case: China.
And the problem underscored is the problem with all centralized, non-competitive, fragile human bureaucracies: they’re not nimble. They have ulterior motives, conflicts of interest, perverse incentives and an inability to act against the interests of their benefactors.
In the meantime, we’ve seen the power of decentralized systems. Some countries have dodged the worst effects of COVID. Not because they took orders from the WHO, but because they took measures independently that made sense for themselves — and notably not the divided interests of the WHO.
Decentralized, competitive systems are not just robust, they’re anti-fragile compared to the kind of monoculture that Umair would have you bow down to.
